S. 2016-050 - May 2016 Elections Bill (One Time)


THE PRESIDENT OF CONGRESS

Honorable Members of Congress!

The Senator for Laurentiana, Mr Bowler, has introduced a Bill, which is refered to Congress for considerations.

The sponsor may raise with the privilege of the first word.

An amount of 96 hours is reserved for debate. This can be reduced or increased according to the Standing Rules if necessary.

May 2016 Elections Bill

Section 1 - General Provisions
(1) Dieses Gesetz legt fest dass die Wahltermine im Monat Mai 2016 einmalig von den Vorgaben des Federal Election Act abweichen.
(2) Es soll zitiert werden als May 2016 Elections Act

Section 2 - Date of Elections
(1) Das Wählerverzeichnis gemäss Art. I Sec. 5 des Federal Election Act wird vom 16.05.2016 bis 21.05.2016 ausgelegt.
(2) Kandidaturen für Wahlämter auf Bundesebene gemäss Federal Election Act sind vom 16.05.2016 bis 21.05.2016 am durch das United States Electoral Office dafür bezeichneten Ort bekannt zu geben.
(3) Die Wahlgänge für Wahlämter auf Bundesebene gemäss Federal Election Act finden zwischen dem 22.05.2016 und dem 27.05.2016 statt.

Section 3 - Coming into Force
Dieses Gesetz tritt gemäss den verfassungsmässigen Bestimmungen in Kraft.

Madam President,

Ich denke uns allen sind Sinn und Zweck dieser Bill bekannt. Ebenso kann ich davon ausgehen, dass wir uns alle der Dringlichkeit bewusst sind.

Der grosse Unterschied dieser Vorlage gegenüber jener des ehrenwerten Congressman Clark ist, dass diese Bill ausdrücklich eine einmalige Wirkung entfaltet. Was wir meiner Meinung nach brauchen ist nicht ein weiteres Amendment des FEA, sonder bessere Kontrollmechanismen.

Um die Rechtmässigkeit der Wahlen zu gewährleisten, schlage ich vor umgehend in die Schlussabstimmung einzutreten. Eine rasche Verabschiedung dieser Bill bringt uns genügend Zeit damit wir uns eingehender mit der Etablierung effektiver Kontrollmechanismen beschäftigen können.

Madam President,
bezüglich dieser einmaligen Verlängerung unterscheiden sich die Entwürfe des ehrenwerten Senators for Laurentiana und meiner Person nicht. Ich teile auch seinen Wunsch danach, dass wir eine Notfallregelung im FEA nicht brauchen werden, doch die derzeitige Situation zeigt uns, dass es besser ist, eine zu haben und ihre Anwendung dennoch möglichst zu vermeiden. Kontrollmechanismen allein können leider nicht alles verhindern.
