Der Popular Petitions Act wird wie folgt neu gefasst:


Popular Petitions Act
Section 1 - Requirements
(1) Eine Volkspetition kann durch jeden auf Bundesebene Wahlberechtigen beim Kongresspräsidium eingereicht werden, der nicht der Bundesexekutive angehört.
(2) Für Volkspetitionen gelten die gleichen formalen Anforderungen wie für Anträge von Abgeordneten.
(3) Erklären innerhalb von 7 Tagen mindestens zwei weitere auf Bundesebene Wahlberechtigte oder mindestens ein Kongressabgeordneter beim Kongresspräsidium ihre Unterstützung, so ist die Volkspetition erfolgreich.

Section 2 - Effects
(1) Erfolgreiche Volkspetitionen sollen vom Kongress beraten und abgestimmt werden.
(2) Dem Antragsteller ist bei der Beratung Rederecht einzuräumen.

besteht noch weiterer Aussprachebedarf?

Mr President,
eine mir durchaus einleuchtende Ausführung des Vice President aufgreifend, rege ich an, in Section 2 Subsection 1 schlicht zu ergänzen "vom Kongress wie der Antrag eines Mitgliedes beraten und abgestimmt werden.", das würde auch alle aus meiner Sicht eher unbegründeten Zweifel ausräumen.

Mr President, ich persönlich halte die Ergänzung für hilfreich, nicht aber - wie andere - für zwingend erforderlich. Wenn wir verständliche Gesetze wollen, ist sie sicher sinnvoll.
