Mr Pesident pro tempore,
ein solch regides Vorgehen wird nicht dazu führen, dass das Problem behoben wird, es wird nur den Unmut steigern. Es geht nicht darum, jemanden zu sanktionieren, der eine Aufgabe nicht innerhalb der Frist erledigt, es sollte uns darum gehen, dass die Aufgabe erledigt wird. Von wem ist gleichgültig, Hauptsache schnell und unkompliziert.

Ich wollte hiermit meine generell ablehnende Haltung einer Änderung gegenüber zum Ausdruck bringen. Die jetzigen Regeln funktionieren grundsätzlich gut, daher sehe ich keinen Grund sie über Bord zu werfen.

Mr. Speaker,

die Übernahme der Vorschläge bringt mich auf folgende Endfassung.

Standing Rules Amendment

Sec. 1 Exclusion Amendment
Sec. 2 Ssec. 4 Standing Rules of Congress wird wie folgt neu gefasst:
    "Kongressmitglieder haben das Recht, jederzeit Zugang zu den Räumlichkeiten des Kongresses zu verlangen, sofern gegen sie kein Hausverbot besteht."

Sec. 2 Amendment to Sec. 4 Standing Rules of Congress
Sec. 4 Ssec. 4 Standing Rules of Congress wird wie folgt geändert:
    "Ein Mitglied des Repräsentantenhauses leitet die Wahl. Kandidiert der Wahlleiter selbst, so soll ein anderes Mitglied des Repräsentantenhauses die Wahlleitung übernehmen."

Sec. 3 Amendment to Sec. 5 Standing Rules of Congress
Sec. 5 Ssec. 4 Standing Rules of Congress wird wie folgt geändert:
    "Ein Senator leitet die Wahl. Kandidiert der Wahlleiter selbst, so soll ein anderer Senator die Wahlleitung übernehmen."

Sec. 4 Amendment to Sec. 6 Standing Rules of Congress
Sec. 6 Ssec. 3 Standing Rules of Congress wird wie folgt geändert:
    "Ein Mitglied des Präsidiums wird durch das dienstälteste Mitglied seiner jeweiligen Kammer, das nicht Mitglied des Präsidiums ist, vertreten (Dean of the House bzw. Dean of the Senate). Den Mitgliedern des Präsidiums steht es frei für die Zeit ihrer Abwesenheit selbstständig einen Vertreter zu bestimmen."

Sec. 5 Origin of Motions Amendment
In Sec. 7 Ssec. 6 Standing Rules of Congress wird eine Nummer 4 ergänzt:
    "4. "O.", falls durch das Präsidium des Kongresses von amtswegen aufgrund gesetzlicher oder sonstiger Bestimmungen ohne Antrag."

Sec. 6 Right of Speech Amendment
In Sec. 10 Standing Rules of Congress wird eine Ssec. 4 eingefügt:
    "Die Präsidiumsmitglieder verfügen bei Aussprachen und Abstimmungen über uneingeschränktes Rederecht. Sie haben die Wahrnehmung ihrer Amtsaufgaben eindeutig von persönlichen Stellungnahmen als Kongressmitglieder zu trennen."

Sec. 7 Entry into Force
Diese Änderungen treten in Kraft, sobald beide Häuser des Kongresses sie gebilligt haben.
