in der vorgelegten Fassung ist dieser Entwurf für mich keine Alternative - die Bestimmungen zum Sonderausschuss fehlen vollständig, ebenso bleibt die Nachtbesetzung ungeregelt.

Mr. President,

Der Sonderausschuss ist meiner Ansicht nach auch völlig sinnlos und somit der Hauptgrund für meine Ablehnung des ursprünglichen Entwurfes. Es ergibt meines Erachtens keinen, aber wirklich gar keinen Sinn den Ausschüssen hier ein mögliches Betätigungsfeld zu nehmen und es in einen weiteren Ausschuss zu delegieren. Auch sehe ich keinen Bedarf bezüglich Nachbesetzung.

die Aufgaben eines Sonderausschusses wären deutlich andere als die eines normalen Ausschusses - in sofern kann es keine Konkurrenz geben.

Ich erkenne in dem von Ihnen geforderten Sonderausschuss nicht mehr als eine weitere Institution die kaum je genutzt werden wird. Stattdessen sollten wir diese Aktivität auf die bestehenden Ausschüsse konzentrieren.

Der Antrag von Representative Dewinter auf ein Amendmentverfahren Section 9a Subsection 2 - 5 der Standing Rules of Congress ist abgelehnt.
Gemäß Standing Orders muss der Änderungsantrag den Wortlaut ändern, der Antrag von Representative Dewinter stellt allerdings keine Änderung, sondern einen neuen Antrag dar.
Als solcher muss dieser eigenständig behandelt werden und nicht nach Section 9a, 2) - 5).
