2014/02/02 Standing Orders Amendment (Withdrawal of Motions)

Honorable Commoners,

Commoner Wells hat folgenden Entwurf eingebracht. Die Aussprachedauer beträgt zunächst 96 Stunden.


Withdrawal of motions Amendment Bill

Article 5 der Standing Orders wird folgendermassen ergänzt:

7) Der Antragsteller kann während der gesamten Aussprachedauer seinen Antrag zurückziehen. Die Aussprache ist dann ohne Abstimmung zu beenden.
8) Änderungen in Beschlussanträgen sind nur mit Zustimmung des Antragstellers möglich, der Antragsteller hat kurz vor oder zeitnah nach Ende der Aussprachedauer den zur Abstimmung zu stellenden Entwurf festzustellen.

es ist längst üblich, dass Anträge zurückgezogen werden und dass Änderungen an Anträgen während der Debatte vorgenommen werden. Bislang jedoch gibt es dafür meines Wissens keine Grundlage - die soll jetzt geschaffen werden.

in der Tat haben wir das bislang nicht geregelt. Ich teile die Intention des Antrags und rege nur eine kleine Umformulierung in Subsection 8 an:

Änderungen in Beschlussanträgen können ausschließlich vom Antragsteller vorgenommen werden und sind im Rahmen der Aussprache als solche ausdrücklich kenntlich zu machen.
