weiß einer von Ihnen etwas über den Verbleib von Speaker Bracewell? Ich hätte es eigentlich nett gefunden, wenn er sich hier mal gemeldet hätte nach dem Ende seiner angemeldeten Abwesenheit um den Mitgliedern der Assembly mitzuteilen ob er sich in Zukunft im Stande sieht, sein Amt auszufüllen.

durch die letzten Beschlüsse hat sich die Geschäftsordnung ganz entscheidend verändert. Bei den Diskussionen gehen wir einen völlig neuen Weg - wie gut dieser Weg ist und inwiefern er noch Anpassungen benötigt, wird wohl nur die Zeit zeigen.
Viel wichtiger ist mir die folgende Frage: Wie verfahren wir mit Speaker Bracewell? Darf oder kann die Geschäftsordnung hier rückwirkend zu einem Amtsverlust führen oder muss das ganze Prozedere (Antrag, nach 2 Tagen Übernahme der Amtsgeschäfte, nach einer Woche Amtsverlust) von Anfang bis Ende gegangen werden?

aufgrund meiner Abwesenheit bin ich nicht zur Gänze mit der neuen Situation vertraut, aber grundsätzlich würde ich sagen, die GO kann auch rückwirkend zu einem Amtsverlist führen. Die Abwesenheit ist ja nun nicht neu und im Sinne eines schnellen Vorankommens sollten wir es uns da nicht unnötig schwer machen.

Honorable Commoners,

ich bin entsetzt und enttäuscht. Nach seinem kurzen Gastspiel in der Assembly, in dem er zeigte dass er sich nichtmal mit den Standing Orders befasst hat, ist Speaker Bracewell scheinbar wieder untergetaucht. Mehr als 24 Stunden sind ins Land gezogen, seit er eine so nicht geschäftsordnungskonforme Diskussion gestartet hat. Auf die sofort vorgebrachte Anmerkung, dass dies so nicht korrekt war, ist er nicht eingegangen. Ein trauriges Bild. Da hätte er vielleicht besser abgewartet, bis er seines Amtes enthoben wird - oder er wäre einfach zurückgetreten.

Speaker Chavez hat mit Wirkung dieses Bescheids gemäß Citizenship Act die Eigenschaft als Mitglied der Assembly verloren. Der Citizenship Act sagt dazu:

Sec. 4 Types of Identities
(1) Die Vereinigten Staaten von Astor kennen vier Arten von Identitäten (IDs):
1. Bundes-IDs (Federal-IDs);
2. Staats-IDs (State-IDs);
3. Neben-IDs (Side-IDs);
4. Fremde IDs (Foreign IDs).
(2) Die Bundes-ID ist die Hauptidentität eines Staatsbürgers der Vereinigten Staaten, mit welcher er seine staatsbürgerlichen Rechte im Bund sowie in seinem Heimatbundesstaat ausübt, sofern er in diesem keine Staats-ID besitzt.
(3) Staats-IDs sind optionale zusätzliche Identitäten eines Staatsbürgers der Vereinigten Staaten, mit welchen er staatsbürgerliche Rechte in den Bundesstaaten ausüben kann.
(4) Neben-IDs sind optionale zusätzliche Identitäten eines Staatsbürgers der Vereinigten Staaten, mit welchen er bestimmte öffentliche Ämter bekleiden kann.
(5) Fremde IDs sind alle Personen, die keine Bundes-, Staats-, oder Neben-ID im Sinne dieses Gesetzes sind.


Bree Olsen-Mathews hat damit von heute, 11:29 bis 12:58 (mindestens) die staatsbürgerlichen Rechte von Raùl H. Chavez in Astoria State ausgeübt. Dazu gehört in meinen Augen auch die verfassungsmäßige MItgliedschaft in der Assembly. Damit war Mr. Chavez in dieser Zeit nicht Mitglied der Assembly und hat sein Amt als Speaker der Assembly verloren.

Das wäre meine Einschätzung. Gibt es dazu konträre Einschätzungen? Falls nicht, werde ich morgen die Neuwahl des Speakers einleiten.

es geht dabei darum, strukturierte Debatten einzuführen, in denen sich Wortbeiträge nicht überschneiden, sondern man sich gegenseitig ausreden und seine Argumente vorträgen lässt, und es geht darum, unnötige Debatten schnell und einfach zu verkürzen. Wieso vier Tage warten bei einem Antrag, bei dem über Zustimmung und Ablehnung längst entschieden ist, nur weil möglicherweise gar nicht genug Commoners da sind die dafür votieren könnten die Aussprachedauer zu verkürzen?

zum Einen: Ihre Einwände würden den Entwurf quasi substanzlos machen, es geht ja gerade darum einen schnellen Übergang zu ermöglichen um zum einen die Legislative auf Bundesebene am Laufen zu halten, zum Anderen Astoria State auch weiterhin repräsentiert zu halten.
Zum Anderen habe ich eben einen Änderungsentwurf eingebracht. Astoria State's Parlament ist hier in einer Vorreiterrolle. Wir können ausprobieren, wie sich eine Rednerliste sinnvoll umsetzen lässt - und ob überhaupt.
