Ladies and Gentlemen,

gemäß Art. I Sec. 5 Federal Election Act ist ein Wählerverzeichnis zur Erlangung des aktiven Wahlrechts auszulegen.

Bei einer Wahl auf Bundesebene ist wahlberechtigt, wer am Tag des Beginns der Wahl seit mindestens vierzehn Tagen Staatsbürger der Vereinigten Staaten ist (Stichtag: 29. Januar 2013), am Tag des Beginns der Wahl das achtzehnte Lebensjahr vollendet hat und sich in das Wählerverzeichnis eingetragen hat (aktives Wahlrecht).

Alle Wählerinnen und Wähler, die aktiv an der Wahl teilnehmen wollen, werden damit aufgefordert sich unter
a) Angabe ihres vollen Namens und
b) des Heimatstaates
hier einzutragen.

Als Heimatstaat ist der Bundesstaat anzugeben, in dem der Wähler am 12. Februar 2013 wohnhaft war. Ist der Wähler erst nach diesem Datum Bürger geworden, so ist als Heimatstaat der Bundesstaat anzugeben, den der Wähler bei seiner Ankunft als Wohnort ausgewählt hat.

Das Wählerverzeichnis bleibt 120 Stunden geöffnet. Wer sich innerhalb dieser Frist nicht in das Verzeichnis einträgt, dem bleibt für die Wahl das aktive Wahlrecht gemäß dem Federal Election Act verwehrt. Wer sich in dieses Wählerverzeichnis einträgt, erlangt automatisch das aktive Wahlrecht für die Wahlen zu den Bundesämtern und zu eventuell in seinem Heimatstaat parallel stattfindenden Wahlen.

Das Wählerverzeichnis wird am Sonntag, 10.03.2013 um 23:15 Uhr geschlossen.

Die Wahl beginnt am Dienstag, 12.03.2013 um 18:00 Uhr.

Offensichtlich nicht, denn das Wählerverzeichnis wurde - wie vom Gesetz bestimmt - am Dienstag, 5. März um 23: 15 ausgelegt und 120 Stunden später, am Sonntag, 10. März um 23:15 geschlossen.

Mr. Hope hat sich heute um 15:32 h in das gesetzlich bereits geschlossene Verzeichnis eingetragen, seine Eintragung ist mithin unwirksam.
